I'll begin with a short list of things that a fresh lvl 60 BLM may not know yet, but that you definitely need to know.
- Enochian does not respect you. - Enochian lasts 30 seconds initially, and you can refresh it by casting Blizzard IV in Umbral Ice. Every time you refresh Enochian with Blizzard IV, however, the buff will be 5 seconds shorter in duration that it was previously. So the first time you refresh it with Blizzard IV, it will be for 25 seconds, and then for 20 seconds, etc. - Casting Blizzard III while having a triple stack of Astral Fire will reduce it's cast time from 3.5s to 1.5s. This is the same for casting Fire III while in triple Umbral Ice. This greatly increases rotation speed and can be used as soon as you get access to triple stacks (lvl 40). This means that Blizzard III and Fire III will be your primary method of switching between Umbral Ice and Astral Fire. To this day, I have not found anywhere in game, at all, that tells you this fact (about the reduced cast times)- so do not be surprised if this info has eluded you. - The server tick that restores your MP occurs every 3 seconds, and it takes two ticks of Umbral Ice 3 to restore your MP from <15% to 100%. For advanced rotations, this will factor into deciding how you will spend your Umbral Ice phase. - In general, you want to NOT move as much as you can. - There is usually no reason (in PvE content) to use the max range available to you for your spells. It is annoying for healers to have to single you out for an individual healing spell because you're in China and they're with the rest of the party in America.
With all that out of the way, here is a bare-bones, basic-yet-effective BLM rotation that me and a friend created back at the beginning of Heavensward. I believe your Spell Speed (SS) had to be around 680 to be able to use four Fire IV's and still have time to cast Blizzard IV before Enochian falls off in the second and third cycle. I do remember they adjusted stats here and there so you may have to experiment to see if your spell speed is high enough. As long as you have some i200 gear though, I think you should be fine.
I do remember that they changed Astral Fire's duration from 10 seconds to 12 seconds in 3.2, so using four Fire IV's in a row with Ley Lines should no longer be an issue, no matter the spell speed.
Like I said, this is a basic rotation for a new lvl 60 BLM. You should use this while you get familiar with all the aspects of the class and rotation, such as cast times, server ticks, learning to identify good places to stand, etc. While you're learning, it is understandable if you want to ignore Firestarter and Thundercloud procs while you get the rotation committed to memory. Trying to include too many procs may end up resulting in you accidentally letting Enochian falling off, which means you failed at life.
As you do memorize it though, you can include Firestarter and Thundercloud procs as soon as they pop up, as long as you replace the spell you would have used next with the proc you're using instead. For example, if you were going to use Fire 4 - Fire 4 - Fire, and you get a Thundercloud proc, you can instead use Fire 4 - Thundercloud - Fire, and continue on from there.
Another note: It is possible to skip Blizzard III and Thunder in the opener and go straight into Raging Strikes-Sharpcast- Fire III. This may be advantageous in fights where you'll either have to move soon after starting or if the boss will become untargetable soon after starting (like Nidhogg Ex). However, depending on your MP, this will probably make it impossible to use Flare after four Fire IV's. Overwhelmingly, for most fights, since you can pre-cast Blizzard III and since the server tick will replenish the MP you use for the following Thunder, I find this to be the ideal opener.
